Save for Later problem Empty Save for Later problem

I'm working on developing a new manuscript for a new line of business and am having some problems with the Save for Later functionality. When I try to save a policy on our development box, I get back an error saying that there is an error in the request tag and that the external request to the TransACT failed. It is saying that the checkedOutUser is not set in the config file, but I do not know where that is, and all the database mapping in this manuscript appears to be correct. Any help?
